Harvey County Special Education Cooperative
The Newton, Halstead and Hesston school districts in Harvey County have united in a cooperative effort to provide special services for children age birth to 21 years.

The cooperative uses a continuum of service levels from total, general-education integration to placement in a separate facility. Approximately 5200 students are served by the three districts who participate in the cooperative. Over 900 students with disabilities receive services through the cooperative.

Records Policy
It is the policy of the Harvey County Special Education Cooperative to forward education records, on request, to a school in which a student seeks or intends to enroll.
Special education records are maintained in confidential files at the student's attendance center and at the Harvey County Special Education Cooperative office, 308 East 1st Street, Newton, KS 67114-3846.
Emergency Safety Interventions
The HCSEC adheres to the guidelines as referenced in the USD 373 Board of Education Policy GAAF- Emergency Safety Interventions.
